Below mentioned are the functions carried out by all the RTOs in India:
Collection of Taxes: The Regional Transport Office collects all road taxes levied on different types of vehicles plying on the roads of India. Apart from the collection of road taxes, the RTO also collects IMV fees from multi-purpose vehicles.
Ensuring Road Safety: RTO also exercises road safety measures and checks whether all the vehicles are duly following all the traffic rules set by The Motor Vehicles Act, 1988. It also keeps a record of all the vehicles carrying mandatory third-party insurance.
Registration of Vehicles: As per the motor vehicle rules, it is mandatory for every vehicle in India to get a permanent registration number from their respective state RTOs. Thus, RTO also carries out functions issuing temporary and permanent registration certificates to all types of vehicles. Moreover, it also renews a car’s RC once it's about to expire.
Issuance of Driving Licenses: Carrying a valid driving license is also a compulsory requirement to drive in India. If caught without one, you may have to pay heavy fines. The task of issuing a driving license is also carried out by the Regional Transport Office.
Inspection of Vehicles: The RTO also carries out the function of inspecting vehicles for emission levels, roadworthiness, etc during the times of RC renewal and fitness certificate issuance. It makes sure that all the vehicles adhere to the rules and standards laid down by the MV Act.
Conducting Pollution Tests: To make sure that all the vehicles plying on the roads of India are fit and keep up with the laid environmental norms, the RTO also conducts pollution tests and issues a Pollution Under Control certificate to the vehicles.
As per the provisions laid down in Sec. 43 of the Central Motor Vehicle Act, a temporary registration certificate is permissible if only the vehicle needs to be taken to another state. This number is also assigned by the dealer from which the vehicle is purchased when the vehicle is brand new and is yet to be permanently registered.
Usually, a temporary RC is valid for a period of one month. During that period it is essential to get your vehicle permanently registered with the RTO of your city/state.
A permanent registration number is a permanent identification number issued by the concerned state's RTO. A vehicle can only be driven in India if it has a permanent registration number.
A vehicle owner must apply for a permanent RC within 7 days of taking the delivery of a vehicle.
Furthermore, a permanent registration certificate is valid for a period of 15 years after which it has to be renewed by the concerned RTO.
